Zephyr censured by Montana House of Representatives (2023)

On April 26, 2023, the Montana House of Representatives voted to 68-32 to censure Zephyr for breaking decorum.[2][3] The censure bans Rep. Zephyr from speaking or attending the remainder of the 2023 floor session while allowing her to vote remotely.[4] This is a different level of censure than expulsion.

House Majority Leader Sue Vinton said the censure was a result of Zephyr disturbing orderly proceedings. “Monday, this body witnessed one of its members participating in conduct that disrupted and disturbed the orderly proceedings of this body ... placing legislators, staff and even our pages at risk of harm,” she said.

Zephyr responded by stating she hoped the members who voted for her censure would “see blood on their hands.” “I have fielded calls from families in Montana, including one family whose trans teenager attempted to take her life while watching a hearing on one of the anti-trans bills. "So, when I rose up and said 'there is blood on your hands,' I was not being hyperbolic," she said.[5]

Scorecards

See also: State legislative scorecards and State legislative scorecards in Montana

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
