As far as I can tell, this design was first published in 1959 in the first edition of the Manual of Uniform Traffic Control Devices for Canada. ([1] gives the 1959 date for the MUTCDC; [2]/[3] shows that it was introduced at that time.) Canada has a 50-year term for crown copyright, so the copyright will not expire for at least two years.
