2014
Rubel's website highlighted the following campaign themes:[11]
Education
- Excerpt: "Idaho is now 50th in the nation in family income and 50th in school funding. We need to change our strategy – now. I believe the first step is serious investment in our education system, starting with implementation of the reforms recommended by the Governor’s Task Force on Education."
Medicaid Expansion
- Excerpt: "It is time for us to accept Medicaid expansion dollars so that Idahoans can get the coverage and the return on their tax dollars that they deserve. We cannot afford to keep throwing away hundreds of millions of dollars just to prove an ideological point."
Economy
- Excerpt: "Ilana is focused on making Idaho a magnet for strong businesses and good jobs. To succeed, we must train a workforce with 21st century skills and continue to listen to the needs of Idaho businesses. Ilana regularly meets with businesspeople – large and small – to ensure she’s helping to facilitate their success."
Open Space/Conservation
- Excerpt: "Idaho’s rivers, mountains, forests and wildlife make this a unique and extraordinary place in which to live, camp, hike, raft, fish, hunt and recreate. Ilana will always fight to protect our wilderness, clean air and water, and access to open spaces."
Civil Rights/Equality
- Excerpt: "Ilana is a fervent advocate of Constitutional freedoms, and volunteer-teaches classes on the Constitution and Bill of Rights to Boise schoolkids. She co-sponsored the 'Add the Words' bill, and believes that all our citizens are entitled to equal protection from discrimination."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
