A structural solution to good-faith deletion battles

Would you look over Wikipedia:Deletions and Openness and see what you think? He had three sock accounts, one he just started last month, another he used for one day in the month before his latest one was created, and another that hasn't been used since 2009. If he had used any of them at the same time, then it would be a serious problem. Are we punishing him for something done over three years ago, or one of the more recent minor things? I don't know. I try not to reason in "friends vs foes" terms. I felt close to Okip as an editor, still socking is a very big no-no in my book.
