An effort in Pauma Valley, California, to recall Yuima Municipal Water District Directors Michael Fitzsimmons and Bill Knutson from their positions was launched in September 2015. The district's Board of Directors scheduled a recall election for Fitzsimmons' seat for January 26, 2016, which was approved.

Residents of the Yuima Municipal Water District voted by mail on whether to keep Fitzsimmons in office on January 26, 2016. Challenger Roland Simpson ran to replace Fitzsimmons.[2]

Recall supporters

Simpson and fellow supporters initiated the recall effort against Fitzsimmons and Knutson for the following reasons:

  • Increasing water usage fees[1]
  • Legal expenses for original case and appeals against Rancho Pauma, which totaled $1.34 million[1]
  • Compensation levels for the manager, finance director and chief of engineering for the district that are considered abnormal based on the district's size[1]

Recall organizers needed to submit at least 39 signatures from district residents to force a recall. Simpson submitted 53 signatures by September 2015. The Board of Directors voted 3-1 on September 28, 2015, to approve the election for January 26, 2016. Fitzsimmons abstained from the vote.[1]
