The only reason this she-male can get away with this in public, a changing room, gym locker room, beach changing room, etc etc is the shemale is passable(other then the dick, she would fool people) as female/good looking enough. It's the same with good looking women or men, they get away with things average looking or unattractive can't. . I am always amazed with what she-males that are passable can get away with doing and/or doing to others.
